BMC to Develop Online C&D Waste Tracking Platform Amid Rising Illegal Dumping Concerns in Mumbai
BMC issues tender for a dedicated online C&D waste management platform modelled on Delhi’s Malba Portal to enable debris tracking, project registration, violation reporting, and strict penalties amid rising illegal dumping concerns in Mumbai after BJP president Ameet Satam demands stronger GPS-based monitoring and enforcement reforms.
The proposed system is modelled along the lines of Delhi's Malba Portal and is designed to enable project registration, live tracking of debris movement, and reporting of violations across Mumbai. Stringent penalties will be imposed on those found indulging in illegal dumping, as part of the enforcement framework envisioned under the initiative.
The development comes a day after Mumbai BJP president Ameet Satam raised serious concerns over unchecked C&D waste dumping in the city. He demanded a detailed policy incorporating digital tracking, GPS-based monitoring, recycling units, and tighter enforcement mechanisms to curb violations.
Mumbai generates close to 8,000 metric tonnes of C&D waste every day, a volume nearly matching the city’s total solid waste output. However, enforcement of disposal rules remains weak despite the scale of waste generation and regulatory requirements.
Although developers are mandated to file disposal plans, violations are reported to be common. Contractors operating under various civic and state agencies have also been contributing to widespread illegal dumping across the city, further complicating enforcement efforts.
To address these challenges, the BMC has floated an Expression of Interest (EOI) to select a technology partner for an integrated C&D Waste Management Portal. Under this system, all civic agencies and developers will be required to register and submit debris-related information on a single unified platform, aiming to centralise monitoring and improve accountability in waste handling practices.
The initiative is expected to significantly reshape the city’s approach to construction and demolition waste management, bringing digital oversight, stricter compliance, and enhanced enforcement to one of Mumbai’s most persistent urban challenges.
